On Indigenous Peoples in Voluntary Isolation
Many people are unaware that there are still indigenous peoples living in voluntary isolation –both contacted and uncontacted- particularly in the tropics. People are also largely unaware about the impacts resulting from forced or free contacts of these peoples with the outside world. As a means of generating awareness and support to their plight, we have focused this entire bulletin on this issue, in collaboration with the Forest Peoples Programme and with other organizations and individuals working to protect these peoples' rights.

The Vth IUCN World Parks Congress will be held in Durban, South Africa, from 8 to 17 September, 2003. Given that this is a 10 yearly event which according to its organisers “provides the major global forum for setting the agenda for protected areas”, we have dedicated this full bulletin to the controversial issue of protected areas in their relationship with people.

On Community-Based Forest Management
For centuries, local communities benefited from sustainable forest use. However, centralized control over natural resources has for many years now been eroding local rights and resulting in extensive deforestation processes. The current disaster --generated by state and corporate driven activities in forests-- shows the need to change course and to put forest management back again in the hands of local communities. The industrial model has clearly failed to ensure forest conservation, while community-based approaches show that the improvement of peoples' livelihoods is compatible with the sustainable use of forests.

Indigenous peoples are the guardians of the forests. No-one is more interested than they are in ensuring the conservation of forests which are their homes, an integral part of their culture and provide for their livelihoods. All the previous WRM bulletins have reflected many of their struggles to protect the forests, but we have now decided to focus the entire bulletin on indigenous peoples, in order to both highlight the problems they confront and the solutions they are implementing to ensure the recognition of their rights as a first --though crucial-- step to seriously address the ongoing forest crisis.
