The Fourth meeting of the United Nations Forum on Forests took place in Geneva. Government delegates spent two weeks pretending to address the problems that affect forests, but the truth is that the few things that deserve mentioning happened outside the official meeting rooms (see section on UNFF below).

The Pan European Forest Certification Scheme (PEFC) was presented on April 20 at a seminar in Wuerzburg Germany. The scheme, set up by forest owners and part of forestry industries, is meant to present an alternative to the FSC (Forest Stewardship Council Scheme) scheme. Forest owners claim the FSC scheme is not suitable to deal with small-scale forestry, and is too much led by NGOs.

A group of 22 organizations sent a letter dated 10 November 1998 to the German Development Minister, Ms. Heidemarie Wieczorek-Zeul, in order to express their concern over the environmental and social impacts of the European Commission's development aid programme and demanding clear actions from the forthcoming German Presidency of the European Union.
