When the Chure region was declared a Protected Area, the rights of thousands of Community Forest Groups were undermined. They keep resisting despite the overall violence and the accepted project from the Green Climate Fund.

The Center for International Forestry Research has implemented a program called Adaptive Collaborative Management of Forests (ACM) for more than five years. At its most extensive, we worked in 11 countries (Nepal, Indonesia, Philippines, Kyrgyzstan, Malawi, Cameroon, Zimbabwe, Ghana, Madagascar, Bolivia and Brazil); and activities continue in eight. One of the striking elements of this work has been our success at involving women (and other marginalized groups) in our work with communities.

Until the late 1970s, the approach to community based forest management in Nepal implied community resource relations along the lines of the indigenous system of forest management prevailing in Nepal's hills. During the 80s and early 90s, community based forest management became a government priority programme and the new policy framework set up implied an interface between communities, natural resources and government bureaucracy.
